Regina Marshall joined Advocates in 2015 as Senior Vice President of Administrative Operations. She was named Chief Operating Officer in 2021 and became President and CEO in July 2026.
Regina is deeply committed to person-centered services, grounded in the voice and choice of the individuals and families Advocates serves. Her leadership is guided by humility, inclusion, collaboration, and an unwavering focus on the people at the heart of the organization’s mission.
Before joining Advocates, Regina built a distinguished career as both a legal advocate and public sector leader. At the Massachusetts Executive Office of Health and Human Services, she oversaw several key agencies, including the Department of Developmental Services, the Massachusetts Commission for the Blind, the Massachusetts Rehabilitation Commission, and the Massachusetts Commission for the Deaf and Hard of Hearing. She also served as Director of the Massachusetts Mental Health Center and as a legal advocate with the Disability Law Center.
Regina is an active community leader and serves as Chair of the Board of Directors at the MetroWest YMCA. She is a former board member at MetroWest Health Foundation and current member of the foundation’s Distribution Committee and Racial and Ethnic Disparities Workgroup. She also serves on the Providers’ Council’s Diversity, Equity, and Inclusion Committee and on the Massachusetts Permanent Commission on the Status of Persons with Disabilities. In 2026, Regina was honored with a Black Excellence on the Hill Award by the Massachusetts Black and Latino Legislative Caucus and was named to Worcester Business Journal’s annual Power 100 list.
A resident of Framingham, Regina holds a bachelor’s degree in Political Science and African American Studies from Simmons College and a law degree from Northeastern University. She is the proud mother of three—twin daughters and a son—and enjoys spending her free time on the sidelines of their sporting events. She also loves baking, cooking, and watching movies.
